I have done a LOT of running. In 2013, I ran 14 half marathons, countless 5ks, 10ks and plenty of training runs in all kinds of weather! There is a ton of gear out there- a lot of it is expensive and some of it is completely useless. I shop in a variety of places- local run shops, TJ Maxx, Target and online at .com.
